240 Washer pump still driving be crazy 200 87

Hello fellow bricksters-

I've been doing more research on my non-functioning washer pump, and have some interesting developments. Here's the background:

So my front washer pump quit working, rear one still works. Looked under the hood, and one of the pumps has been disconnected by the previous owner. Both the rear and the front washers are being run off of one pump. Now, much jerryrigging has insued for this to happen.

Front wipers still go through their cycle, and shut off. Rear washer still works. I'm trying to figure out why the front washers won't work if the rear one does because they are running off of the same pump. There has been a relay added to the fender right next to the pumps, and has the numbers 12-96 on it. There are two wires going into this relay. A red and black one. There is also two black ground wires instead of one at the ground point. I can't hear an audible "click" when trying to engage the front pump like I can when I engage the rear pump, yet the wipers still go through the cycle.

What could be at fault? Maybe the relay on the fender is the re-located relay fo the front washer pumps and is bad. Thanks for any suggestions!
