it's eating my car! 700 85

This shouldn't be a surprise to most of you. My 16 year old car is starting to show its age in the form of some minor body rust. Nothing has rusted through (as far as I know) and I think that I should have an easy enough time fixing most of it. My plan is to use plenty of POR-15 wherever I need to repair rust and then, at least on exterior body panels, apply touch up paint to the best of my ability. I don't care if it looks perfect (it won't) so long as the rust is stopped before the damage becomes structural. But I'm not quite sure what to do about some rust that's formed behind the very bottom of left the tail light. (This is a wagon). Not having taken the tail light off the car yet, I can see that paint on the exterior has begun to bubble and is tinted that tell-tale orange color. The part that bothers me is what I see from the inside. If I look down throught bulb access panel in the rear, I can see what appears to a weld. On that weld, there seem to be rusty orange flecks beginning to protrude through the paint. Does anybody have advice for repairing this? Am I going to have to get down to the bare metal so that I can treat the area? I already read the section in the 700/900 FAQ, so any additional tips/experience would be IMMENESELY appreciated.
