O2 sensor 200 1991

The sensor is fluctuating between .1-.6 volts. Is this a bad sensor or a fuel problem. If it is a fuel problem, is the engine running lean or rich?

BTW, On the tire issue, I think I'll try the studded this seasen, they are legal till April.
