Stop/Tail lights all confused! 700 89

The Brake and tail lights of my 1989 740 GL are working backwards.

At daytime the brake lights are very dim, you can barely see them. At night Ñ when the headlights are on Ñ the tail lights are so bright that you can't see any increase in brightness when the brakes are applied.

Somehow the tail lights come on when the brake is applied, and the brake lights come on when the head lights are turned on.

What is causing this?
