Starting Problem 200 83

My 83 240 has an intermittent starting problem. Sometimes, when I start it, it just turns over and over -- but doesn't start. At the same time it's turning over, I noticed that the electric windows don't work.

After a few minutes of waiting, the car will eventually start. I'm sure there are a number of possible reasons as to why my brick is doing this. However, I was wondering if anyone knew what the possible connection was with the electric windows not working while the car is trying to start.
