Turn signals 200 1987

I just replaced my clock with a tach in my 87 245, and everything went okay or so I thought. I removed the steering wheel to get easier access to the instrument cluster, marked it's location and then replaced it after completing the installation. However, I just noticed that although my turn signals flash okay, they will not automatically return to the neutral position after either a right or left turn has been made. I took the steering wheel off again, and noticed a small white, wedge shaped plastic piece resting in the metal collar the steering wheel bolts on to. Could this have something to do with the problem? Everything else seems tight, including the steering wheel when I bolt it down. I'm getting my car inspected in two days, and need to solve this problem quickly. Please help me. Thank you.
