Broken Flasher? Help! 200 1982

Tonight, while I was driving, I noticed that my turn signals were not flashing - merely coming on and staying on until the lever was returning to center. Being curious, I tried the hazards - nothing. All lights come on, no blinking.

So I took off the side panel and found the flasher device... and when operating the turn signals, I heard no clicks. After fiddling with it for a moment, I decided whatever was wrong with it *I* wasn't going to be able to fix at midnight...

Does this sound like a classic case of a blown flasher? Or is it something else? And why did this have to occur right after getting my brakes done - affording a new flasher ($75 I saw quoted somewhere on this site) is out of the question. How much would a used one be, and could I replace it myself?
