Smog test 700 1990

My son in nursing school drove the family 1990 Volvo 740, 100K miles with a Regina fuel injector, to Fresno State for school. It will not pass the NOX test, and the local dealer said that it was too expensive for him to diagnose it. He referred him to an independent repair shop, who said the car is in perfect shape, but Regina engines just don't pass. Should we give up the ghost on this car? Thanks for any advice.
