Turn signal 1800 73

Hello -

Anyone know what the deal is here? The left front turn signal is about half as bright as any of the others... The indicator light will flash one time and that is it when the left signal is selected, Right works fine. The left light socket seems to get about 7 volts upon flashing. Would you think this to be a flasher/relay problem or ?
