Help! Driving with ONE eye! 200 80

My 1980 242, single large round sealed beam headlight, has only one working low beam. When I disconnect the connector at the back of the headlight I get battery voltage. BUT when I reconnect I get ZERO. High beams work fine. I've swapped HI/LO relays and 3 known working headlights. I've also sanded all of the connectors to get rid of any corrosion. What am I missing. Could it be the bulb failure sensor? Thank you for any and all help. This is driving me crazy. Marty
