Understanding the cowl vent (240's, too) 140-160 1973

Okay, I'm rehabbing the lovely 142 I bought this summer and I'm into some stuff with which I haven't dealt before.

Upon removing the interior, I found the rocker panels full of leaves. Okay, they all came out with the Shop-Vac. I tracked the path back to the kick panel vents. Out they came, and I rooted out more leaves with a coathanger and the Shop-Vac.

The kick panel vents trace back to the cowl vent. More leaves removed again.

Someone help me out here... Leaves (and therefore air?) come in through the cowl vent. If the kickpanel vents are closed, it goes into the rocker panels??? Then where?

What, pray tell, is the point? Or is this where the HVAC system gets fresh air, too? If so, via what path? And where is the air/water/gak supposed to go from within the rocker panels?
