What do you suppose this is:

In any case, I bought it... under $20 US dollars shipped. I bid before I asked questions but for the price i didnt want it to get sold out from under me... and now I dont want to ask 'hey, what exactly did i just buy?' I tried using freetranslation.com in german and I only got the words 'postal service' out of it. I suspect it might be the long fins on either side of the hood since ive never seen those before either. Has anyone heard of RGA? I looked it up online and only found a spanish modern lighting company.
