gas tank... 140-160 75

when i take off the gas cap....its like opening a can of soda..goes "woosh"...is it supposed to be presurized......this car has an air pump on it...also i got a problem with acceleration..once its warmed up...if you step on the gas...it will start to go,hesitate like you shut off the fuel then go/hestiate, go hesitate....if you let off the gas pedal..it will run ok.... i changed fuel fiter, took off fuel rail and checked each injector, cleaned out the rail, put it all back together..no diff...i got the trunk open, and can hear fuel pump running...but the sound is not a constant wirrrring..it goes up and down in pitch..think i got a bad fuel pump?
