Oh crap rust on a 1991 240!!!!! 200 91

Oh crap, I noticed today that the paint on the rear pillar is starting to bubble slightly. Could this possible be rust or some strange paint problem? The paint on both rear pillars is slightly cracked and there is 0 rust on the body. I am stumped! If it is rust what can I do?
