engine does not run properly 200 1990

Engine starts great but then it sputters and backfires a little thru the air cleaner, slow to accelerate, slow throttle response, slow RPM, and then the engine just takes off and runs fine at high RPM. Throttle body and air motor have been cleaned. Any sugestions would be greatly appreciated.
