What is this strange doohickey?! 200 1983

Heres a stumper: When I bought my 1983 240 DL Wagon, there was a conspicuously disconnected wire on this strange doohickey. I'm wondering what this item is, and why when I reconnected the wire to the item, it seemed to make no difference on the engine's performance. The item in question is bolted to the top of the firewall on the passenger side above the engine. It has a vaccuum hose connected to it leading to the throttle body, and the formerly disconnected wire (the only one leading into it) is yellow. Any ideas as to its function? Thanks
