Transmission trouble 200 1980

My automatic transmission, mated to a B21F engine, does not shift down by itself and seems to start off in top gear. All works well if I shift up or down manually. The fluid is at the normal level. Any ideas? I have a spare trans in another parts car which I was driving untill reciently, but I'd rather avoid the work of switching them.
