940GLE 2.4TD Auto Estate Fuel Consumption 900 1994

My 940GLE 2.4TD Auto Estate with 66K miles only returns 30mpg driven 40miles daily on the highway. Is this consumption normal or is there a slight problem with the pump calibration.

I try and not exceed more than 3000rpm about 70-80mph max.

The engine has had a rough time from the previous owner, I have had the Cylinder head and camshaft replace due to over heating problem turning out to be a cracked head.

Any advice will be welcomed.
