bizarre brake and instrument light behavior 200 1986

A very strange thing happened last night. (86 245).

I put the key in the ignition. I put my foot on the brake pedal... and the instrument lights lit! but dimly! It was so weird that I experimented with it for a while, and then it stopped. The car started normally, all lights on at full and then out, as usual.

Before I dive deep into the nest of wires under the dash, I wanted to know if anyone else has had this problem, and could point me in any particular direction.
