steering rack 200 85

Just a quick question, how can I tell my rack is going out? I am losing about a 1/2 cup per week of steering fluid. I see a bunch of gunk down by the steering wheel arm going into the rack. Does that mean I am losing the stuff there? I thought I was losing it at the tank but now I am not so sure...
