There are two solutions to the third brake light problem. Yes, the bulb out detector IS a voltage unbalance detector.

You can use the diode solution Don mentioned, or you can bring another brake light lead from the brake pedal to the rear. This extra lead is also good if you desire to add a trailer light harness to your car as this will provide brake light power again without fouling up the bulb out sensor.
