Not knowing which 700 series car you have, I can't tell whether you have the misfortune of having laser-cut keys. I'm e-mailing you a jpeg picture of my key; if it resembles it, then here's the process:
1. Remove the plastic cover from around the steering column. It's a 2-piece affair with all the screws on the bottom half. There'll be 4 corner screws (again, on the bottom half) that secure the two halves together and 2 more screws that hold the bottom half to the steering column.
2. Remove the steering wheel tilt lever. A small allen screw holds it in place and is accessible through a ¼” hole on the bottom half cover. You should be able to remove the bottom half although a bit of jiggling is needed to get it around the ignition.
3. Remove the 2 screws that hold the wiper lever switch.
4. With the 2 halves removed, place the key back in the ignition and turn it to the accessory position. This may take a fair amount of force since we have to assume that the waffers within the lock are damaged.
5. You'll notice a pin hole on the top of the ignition lock. Using a small drill bit, push down through the pin hole while pulling out the lock assembly.
You'll have to find a locksmith who works on Lexus' and the likes (laser-cut keys is the catch).
