Steering fluid leak; replace boots or rack? 200 1984

Bad leaks from around torn boots of inner tie rods. Can I replace just the boots or do I need to replace rack. I have a spare rack on junk '84 but 1 outer tie rod top nut just spins and one of the nuts on the rack is rounded (nut cracker?). Hope replacing boots will due but there must be seals around the inner tie rods that need replaced? Thanks.
