Turbo Wastegate? 200 1982

I recently purchased an 82 245T. It runs pretty well except for a rough idle. When giving it moderate throttle and getting into the yellow on the boost guage it "turns on" like somebody flipped a switch. Is this normal or do I have a sticky wastegate? I haven't driven other turbo cars but it seems like the boost would be more linear. I like the quick acceleration but I don't want to be overboosting the thing and shorten the engine life. The turbo was replaced about 25,000 miles ago.

I've been reading brickboard for about a year now and I've learned a lot. You guys are better than any of the manuals out there.
