AirCon Only Works with FAN Position 1 900 1994

The compressor only comes on when FAN switch is set to position 1, it disengages when the fan switch is set beyond postion 1

Does anyone know what could be the problem. Is it the switch, I have sprayed it with contact cleaner but did not fix the problem.
