I always use Repco Deluxe pads. Also now known as PBR or Axxis brand, depending on where you get them. Never noisy or dusty and easier on the rotors.

ATE has new rotors called "Power Discs" and I'm betting they are the fix for this problem. Already have heard great things about them from VW and BMW shops, who have been able to get them before us, as they are just becoming available for Volvo 740s now in a lot of areas.
