The diagnostic to determine whether an engine wire harness suffers from the dreaded ROT takes no longer that the time required to open the hood. If they charge anything for that (and they shouldn't), it should be the minimum shop charge. I don't know a Volvo mechanic worth his salt who would charge to determine the engine harness needs replacing, and most will not do any further diagnostic work until the harness is replaced/repaired, because diagnotsic work is a waste of time with a faulty harness! I would go back to this shop and complain to the service manager/dealership owner, and if no satisfaction there, get the district Volvo rep involved!!! You are being ripped off and Volvo Cars of North America should know this dealer is doing this - it damages the reptutation of all dealers!
