Fuel System continues to defy logic 700 1990

My car turns over but will not start. It will start for a few seconds if I spray starter fluid in the intake. So I’m chasing a fuel delivery problem I would guess. I jumped terminals 30 & 87/2 as outlined in the FAQ. When jumped I can hear both pumps (main and in-tank) run. I resoldered the relay with no luck. Ten I replaced the relay with no luck. I can feel the relay clicking when I turn the key on & off. As a further check I put a meter on the wires to the main pump, I get voltage when I jump those terminals but not when turning over the car. Also, after I jump terminals, the car will try to start for a few seconds until the gas I pushed up while jumping runs out! Am I missing something?!
