'83 240DL rear wiper blows fuse - where to start? 240-260 1983

My rear wiper quit working shortly after I purchase my car. I replaced the fuse and it instantly blew. So I tried a 25amp fuse and the wiper worked fine. I tried it again and the fuse blew. I have checked inside the tailgate and looked at the hinge wires and nothing "looks" wrong. Where should I start?
