Sounds like a bulb to me too if the 4 ways are normal. If the 4 ways are fast, it's the flasher relay, located beside ash tray, clipped to the LhH center console support.

I had a customer last week that said her turn signals were intermittant. I told her to turn them on. ''Are they working?'' I asked, ''yup, nope, yup, nope, yup, nope.'' I just told her she didn't need signals in California anyway and she was on her way.
