Lower Timing Belt Cover 200 1988

How in the heck do i get the lower timing belt cover off?? I took off the screws just like it said in the Bentley manual and its loose but theres this big disc w/ 2 belts blocking it. When i try and use a 24mm socket to get it off...the whole things turns...so it wont come off...what do i do??? I have a B230 engine. thanks!!!
