Fuel Door 900 1995

Some joker tore off my fuel door.

They left me the door itself with the wire piece still attached but the plastic part that the door actually hangs on is now cracked on one end so it is useless.

How can I get the old piece off that is actually attached to the body and put a new hinge piece on to attach the door to?

Do I need to buy this at the dealer? Can this be done by me?

Help!!
