FRONT BUSHING & two other questions 700 1985

I am changing the front bushings on my 1985 nonturbo 740GLE, and the radius arm rear bushing bolt looks to be pretty frozen. Is this a bolt that can be cut off and removed if the heads are rounded off. I'm hesitant to start unless I know I can cut them out and remove if I screw them up! Is that rear nut not welded to the mount?

Two other questions:

1) I adjusted clutch so is engages closer to floor, I now have about 1 1/2" before I feel it start to engage. Is this too close? Before it started to engage about 3" off floor and just didn't feel right. What is proper distance?

2) Both my heater control valve and my vent controls do not work. Since they are both vacumm operated where should I look for problem
