Just replaced broken timing belt, Now no fuel, need help... 200 1984

I just replaced the timing belt on my 84 240 DL wagon after it broke :( I got the new belt on (and I am pretty sure all the gears are lined up right) but now the car won't start. So I started the trouble shooting. I have spark to the plugs. But, I do not have fuel to the engine though (I took off the fuel line at the engine and tried cranking it... no fuel). I used the factory service manual's flow chart to try to test the fuel and system relays and the fuel pumps (this is done by removing the wire bundle connector at the ECU and grounding selected pins to check each thing seperately) and the relays and the pumps all seem to be OK. But when I crank the engine, the relays do not click and the pump does not run. Any ideas as some kind of electrical problem that might be keeping the relays and the pumps from coming on when I try to start the car? I have checked the fuses, and they all seem to be ok, but I think I'll try to take some sandpaper to the fuse holders and the fuse ends just for kicks. Any advice is welcome. Gotta get this brick back on the road. Thanks!
