Phil,

Just for clarification, the asbestos-laden material isn't on the outside of the bottom of the car; it's those 'gummy black cardboard' panels that line the inside surfaces of the door skins, floorboards, transmission tunnel, firewall, trunk and roof. Depending on who you ask, it might be best to leave it undisturbed rather than trying to remove it. If you do remove it, please be safe.
