5spd Orange Upshift Light 200 89

How does one ACTIVATE the orange upshift light indicator on the bottom of the instrument cluster? I have an 89 5 speed 245. My sister-in-law's 5 spd '87 245 illuminates as certain RPM's, which helps fuel economy. When in lower RPM's (eg 2200+/-) it is off.
