Make sure the fins on your condenser are not clogged with bugs, leaves, etc. If dirty, use a soft brisle brush and/or a garden hose to flush out (back to front) any debris. Be careful not to damage the fins.

Also, there is a Volvo TSB titled "Improved A/C Performance - Rex/Regina F/I", No. 954 dated 7/95. It describes installation of Part # 9171006-1, (list $104) a relay and cable harness that will run the engine cooling fan when the a/c is on and engine is idling.

Run a search on a/c or cooling, and you will see a lot of posts from the beginning of the summer.
