High Nitrous oxides 700 1989

4 cylinder non turbo with 188,000 miles on it. Just failed emissions test. Nitrous oxides are double the limit while CO and HC's were well within the limits. I just replaced the spark plugs and ignition wires because they were long overdue. Should I be looking at the Oxygen sensor or the catalytic converter (or something else)? The car is running great. All filters were replaced before the test.
