How do I brighten up the dash board 200 1981

I was wondering, how would I get inside the dash board to replace the speed meters with various decals (mainly from IPD). But I also want to replace the light filament in there with one of those 12v DC "neon" lights.

Is this possible without being :

A) Macgyvor

B) An electronics wizard
