Voltmeter reading 200 89

I installed a large tach/small voltmeter in my 245. It seems the voltmeter hangs just above the red 10V band on the right side (with the headlights and A/C OFF). Is ithis normal or should it be in the center around 12V?

Also, any way to boost illumination on the guage?
