"voltage stabilizer" for fuel/temp? 200 1983

The fuel and temp gauges on my wagon are starting to bug me - they fail intermittently, with no real reason. I can't predict when they will fail - conditions change every time...

The Chilton's book mentions that "some" gauges have a "voltage stabilizer," which steps them down to 10V. They don't care to mention where this part is or what it looks like, though.

Could this be the cause? Where is this voltage stabilizer and how do I replace it?
