Exhaust Emission testing 200 1984

Here in Ontario Canada, the Ministry has implemented emission testing on cars every 2 years. My 1984 Volvo DL with carb is due for testing soon. It didn't pass the pre test 2 years ago. I wondering if anyone out there has any experience on how to ensure a close pass especially of this age. These cars have no catalytic convertor I'm told, does this make a difference.
