fuse block melting 700 86

Fuse 13 (heater fan) is melting along with the fuse block. I've checked several 700's in junk yards with equivalent melting, so it looks like a common problem. I didn't find anything in the archives.

I replaced a bad heater fan, but the fuse gets just as hot. I've noticed the wires on the fan motor are also hot, though not melted.

Help.
