'93 Classic w/rust 200 1993

Today, I saw a '93 240 Classic wagon on the street, with extensive rust/corrosion on the lower part of the tailgate. How could that happen? (I live in Northern VT) The rest of the car was in perfect shape. Have also seen plenty of Saabs from the early '90s with rust/corrosion problems.
