Can't seem to seal rear seal on O.D 200 84

I just put a new seal on the tail shaft on my 1984 with O.D. It is still leaking . There is a small grove in part where the seal lip rides. Is there any thing I can do about this? I seem to recall a sleeve that goes over shafts where the lip of seal rides. Any one have any ideas?
