Rotor frozen/stuck - suspect e-brake 200 85

It's getting towards the time to park my summer beaters and revive my winter beaters :)

Subject car is an '85 244DL/B230F/AW70. Brakes were all frozen with rust. I managed to free up 3 of them, but the right rear is being a bit*h.

It appears that the forward e-brake shoe has become one with the mini-drum in the rotor. The rotor will neither turn nor come off. Attempting to pull it off results in a spring-back feature. I suspect that I am attempting to yank off the shoe.

The only other thought I have is to slacken the e-brake cable, but I'm not sure that will help in any measurable fashion.

Have given a long soak with P'Blaster. Anyone have any other ideas?
