Timing belt replacement 200 1990

1990 240 DL wagon -B230F

Belt is on and all marks match up. We turned the crank around 2 times to get rotor to point to number 1 plug. TDC is where the rotor points to Number 1 plug? Is that correct? This would be TDC on the compression stroke? The rotor should always point to number 1 on startup? Or am I missing something. Sorry.
