Fuel pump maybe? 200 1985

Need some help/suggestions...

My 1985 244 DL seems to be having fuel problems but not all the time. It seems when the tank is about 1/4 full or less it has a difficult time starting. And also at times I can hear a faint "whining" coming from the back seat area (and I don't even have kids!)

Would the fuel pump be going bad? Is there any way of testing of finding out? I am wondering what to do next.

Any help appreciated.
