Measure RPM w/o tach? 120-130 1965

OK, here's where I bear my inexperience! -I just want to be able to maintain my 122 without taking it to a shop. Is there a cheap hand-held digital tach or some other way to measure rpm (in order to set timing) when the car has no tachometer? Also, should I be using a fuel additive for the valves/lead issue?
