Need help with Fuel Pressure Test Hook-Up 200 1985

Quick question--

I am about to hook up my fuel pressure test gage, but the pressure regulator hose has one hose inside another. The inner vinyl one is so tight on the fuel distributor fitting that is won't come off. Are you supposed to just cut it off?? If so, how do you ever get the small vinyl hose back on the fitting (it is such a tight fit).
